Complaint Seeks Probe into Alleged Unauthorized Occupation of J&K House Staff Quarters in New Delhi

Srinagar, Jun 18 (JKNS): A formal complaint has alleged unauthorized occupation of government staff quarters at J&K House, Rajaji Marg, New Delhi, and sought an immediate inquiry into the allotment of residential accommodation, alleged violations of rules, and possible irregularities in execution of works and the tendering process.

According to the representation, as per news agency JKNS, the staff quarters are located in a highly sensitive security zone, nearly 150 metres from the official residence of the Prime Minister and close to the residences of several Union Ministers, Chiefs of the Armed Forces, and other senior dignitaries.

The complaint alleges that quarters meant exclusively for permanent employees of the Jammu and Kashmir Government are being occupied by unauthorized private persons, including labourers, caretakers and outsourced personnel.

It further claims that one of the quarters had earlier been allotted to a maid engaged through a private agency. When certain Government employees brought this matter to the notice of the Resident Commissioner and met him regarding the issue, no action was reportedly taken against those responsible. Instead, one of the employees who had raised the matter before the Resident Commissioner was allegedly suspended, creating fear among other employees and discouraging them from speaking out against such irregularities in the future.

Till now the employee is under suspension and their substance allowance was also freezed. The case is now pending at Honble CAT Srinagar.

The representation also alleges that additional staff quarters have been provided to private labourers and other unauthorized occupants, while another government quarter is reportedly being renovated to accommodate caretakers engaged by a private contractor. It further claims that structural alterations are being carried out in violation of the approved building plan.

Besides the alleged unauthorized occupation, the complainant has questioned the transparency of the tendering process, claiming that despite e-tendering, a single contractor has repeatedly secured most Public Works Department contracts at the premises, warranting an impartial investigation.

The representation has also sought a review of the continued engagement of outsourced personnel, alleging that the same individuals have remained deployed for nearly seven years despite changes in contractors.

The complainant has urged the authorities to immediately investigate the matter, evict all unauthorized occupants from the government staff quarters, and initiate action against those responsible for any irregular allotments or violations of rules.

The representation further points out that permanent government employees residing in the staff quarters continue to have House Rent Allowance (HRA), reportedly exceeding ₹10,000 per month, deducted from their salaries, making any unauthorized occupation of such accommodation a matter of serious concern.

The complainant warned that if no action is taken and any security lapse or untoward incident occurs in the sensitive area, the authorities concerned could be held accountable, urging that the matter be treated with utmost urgency in the interest of security, transparency and proper administration.
