Srinagar, Aug 20 (JKNS): The High Court of Jammu & Kashmir and Ladakh has ordered termination of services of Fulail Singh, son of Radha Krishan of Village Garh, District Kishtwar, who was serving as Junior Assistant in the Court of CJM Reasi, after remaining unauthorizedly absent from duty for more than seven years.

According to the order issued by the Chief Justice’s Secretariat as per news agency JKNS, Singh was appointed as Junior Assistant in December 2016 and posted in the office of Assistant Commissioner Revenue, Reasi before being transferred to CJM Reasi. He absented himself from duty on April 17, 2017, and despite notices from the CJM Reasi and subsequent inquiries, failed to resume his duties.

The official had sought study leave citing his admission in Jawaharlal Nehru University (JNU), Delhi, in the Urdu Department, but as per service rules, he was not entitled to study leave due to insufficient qualifying service. His request was treated as a resignation, but he neither reported back to duty nor complied with repeated directives of the court authorities.

The Registrar Vigilance and Registrar Inspection, after detailed inquiry, reported that Singh’s absence since 2017 without authorization reflected lack of devotion to duty and amounted to misconduct. It was further noted that he had pursued his PhD at JNU without formal sanction from the competent authority.

On consideration of the inquiry findings, the High Court ordered termination of Singh’s services with effect from April 17, 2017, in terms of Article 128 of the J&K Civil Services Rules read with Rule 30(vii) of the J&KCCA Rules, 1956. (JKNS)
