Supreme Court Directs States, UTs to Secure Schools, Hospitals From Stray Dog Threat

New Delhi, Nov 7 (JKNS): The Supreme Court on Friday issued a comprehensive set of directions to all States, Union Territories and national authorities to curb the alarming rise in stray-dog attacks across institutional areas schools, colleges, hospitals, stadiums, bus stands, railway stations and major highways warning that any delay or negligence will invite serious consequences.

As per news agency JKNS, The bench noted that the increasing incidents of dog bites inside educational institutions, hospital premises and transport hubs reflect “administrative apathy” and directly threaten the fundamental right to life under Article 21.

The Court said children, patients, staff and commuters have repeatedly fallen victim to preventable attacks.

As per the order, all States and UTs must identify every educational institution, hospital, stadium, bus stand and railway station within two weeks and secure their premises with proper fencing, boundary walls and gates within eight weeks.

A nodal officer must be appointed in each institution to ensure cleanliness and prevent stray-dog entry.

The Court ordered municipal bodies to instantly remove any stray dog found inside these institutions and place it in designated shelters after sterilisation and vaccination. Importantly, such animals cannot be released back to the same location.

All government and private hospitals must maintain adequate stocks of anti-rabies vaccines and immunoglobulin at all times.

Schools have been directed to conduct awareness sessions on animal-bite prevention and first-aid. Highway authorities and State agencies must run joint operations to remove cattle and animals from national and state highways, with 24×7 patrol teams deployed for vigilance.

The Animal Welfare Board of India has been directed to issue uniform SOPs for preventing dog-bite incidents in institutional areas within four weeks.
All States, UTs, and the Centre must file compliance affidavits within eight weeks detailing action taken.

The Court cautioned that any non-compliance may trigger suo motu contempt proceedings against responsible officials. (JKNS)
