J&K Sports Council Pushes Major Governance Reforms, 35 Associations Complete Electoral Process

The Jammu & Kashmir Sports Council has launched a comprehensive institutional exercise to bring greater transparency, accountability and democratic functioning to recognised Sports Associations across the Union Territory, with elections being conducted under a structured, rule-based framework aimed at strengthening athlete-centric sports administration and widening opportunities for young sportspersons.

The reforms have assumed added significance under Secretary J&K Sports Council Nuzhat Gul, who, since assuming charge, has pushed a series of initiatives aimed at expanding sporting opportunities, improving competitive exposure and bringing major sporting events to Jammu & Kashmir, including international-level competitions and high-profile cricket events in Srinagar.

The Council has already taken 35 recognised Sports Associations through the electoral process, while election proceedings have been initiated or notices issued for several other associations, marking one of the major institutional exercises aimed at restructuring sports governance in the Union Territory.

Governance Reforms Focused on Transparency

The Sports Council has emphasised that elections of recognised Sports Associations are not merely a procedural exercise but an important step towards ensuring legitimate, accountable and professionally managed sporting bodies.

Under the applicable framework, the J&K Sports Council is the competent authority to conduct elections of recognised Sports Associations and appoint Returning Officers for overseeing the electoral process.

The Returning Officers are responsible for conducting elections in accordance with the prescribed rules, constitutional provisions and eligibility conditions applicable to the respective associations.

The framework seeks to prevent prolonged concentration of authority, political interference, conflicts of interest and indefinite continuation of office bearers.

Political Neutrality Made Part of Electoral Framework

One of the important safeguards relates to political neutrality.

Office bearers are required to remain free from political affiliations and submit the prescribed non-political involvement certificate from the concerned District Magistrate before casting their ballot, as provided under Rule 26(X) of the Constitution.

The provision is aimed at ensuring that sporting institutions remain focused on athletes, competitions, coaching, talent development and sporting excellence rather than political interests.

Tenure and Age Limits Tightened

The governance framework also places clear limits on the tenure of key office bearers.

The President can hold office for a maximum period of 12 years, with or without a break, in accordance with the applicable constitutional provisions and notification dated August 12, 2013.

The Secretary General/Secretary and Treasurer can serve a maximum of two successive four-year terms, followed by a prescribed four-year cooling-off period before seeking fresh election to either post.

The President, Secretary General/Secretary and Treasurer are also required to cease holding their respective offices upon attaining the age of 70 years.

The Council has maintained that such provisions are intended to encourage institutional continuity while preventing sports associations from becoming permanently centred around individuals.

Voter Lists, Secret Ballot and Conflict-of-Interest Rules

The electoral framework further requires recognised associations to publish voter lists in print media at least 15 days before elections, allowing stakeholders to scrutinise the electoral roll and raise objections wherever permissible.

Elections are conducted through secret ballot under the supervision of the Returning Officer.

The rules also restrict multiple office holding, with an office bearer of one association generally barred from simultaneously holding office in another association, subject to the applicable exception concerning the Olympic Association.

Government employees cannot hold or continue to hold office in Sports Associations or National Sports Federations/Associations without prior Government permission under the applicable rules.

Similarly, employees of the J&K Sports Council are not permitted to hold office in Sports Associations, helping maintain institutional neutrality and prevent potential conflicts of interest.

Persons debarred or banned by the J&K Sports Council from occupying posts in Sports Associations are also ineligible to contest elections for such positions.

Greater Representation for Outstanding Sportspersons

The reforms also seek to give a greater voice to accomplished athletes in the governance of sporting bodies.

Recognised associations are required to provide voting rights to outstanding sportspersons of national and international repute from the preceding five years, along with district units/associations, for election of the principal executive body.

The framework also provides representation for women players, while active players are not eligible to contest office-bearer positions.

35 Sports Associations Complete Elections

As part of the ongoing exercise, elections have already been conducted for 35 recognised J&K UT Sports Associations across a wide range of disciplines.

These include Archery, Billiards & Snooker, Body Building, Cycling, Fencing, Gymnastics, Kabaddi, Kho-Kho, Karate-Do, Lawn Tennis, Netball, Table Tennis, Taekwondo, Volleyball, Wushu, Yogasana, Sports for the Deaf, Rifle, Rollball, Soft Tennis, Ball Badminton, Chess, Cycle Polo, Carrom, Hockey, Handball, Squash, Tenni-Koit, Tennisball Cricket, Thang-Ta, Water Skiing, Winter Games, Rugby, Pencak Silat and Roller Skating.

The electoral process has also advanced in several other disciplines.

Election notices have been issued for the J&K Swimming Association, J&K Softball Association, J&K Amateur Athletic Association, J&K Badminton Association, J&K Judo Association, J&K Amateur Boxing Association and J&K Wrestling Association.

Directions have also been issued for conducting elections of the Mountaineering Association of J&K, J&K Weightlifting Association and J&K Association for Rowing & Sculling.

Nuzhat Gul Pushes Sporting Opportunities Beyond Traditional Events

The governance reforms come alongside a wider push by Secretary J&K Sports Council Nuzhat Gul to expand the sporting calendar and provide athletes from Jammu & Kashmir with greater exposure.

Since assuming charge, Gul has initiated and supported sporting activities aimed at bringing higher-level competitions and professional sporting exposure to Srinagar and other parts of the Union Territory.

The focus has been on creating platforms where local sportspersons can compete, interact with established players and gain experience that can help them progress towards national and international levels.

The Council has also supported initiatives aimed at providing budding sportspersons from Jammu & Kashmir opportunities to participate in competitions outside the Union Territory, including national and international sporting platforms.

Red Premier League Brings International Cricket Exposure

One of the major initiatives associated with the Council’s recent sporting push has been the hosting of the Red Premier League, which brought high-profile international cricket exposure to Jammu & Kashmir.

The event featured international cricket personalities, including former West Indies star Chris Gayle, providing local cricket enthusiasts and aspiring players an opportunity to witness and interact with international-level talent.

The initiative has been viewed as part of the broader effort to position Jammu & Kashmir as a destination for major sporting events and provide young players with exposure beyond conventional local competitions.

The Council has also been facilitating cricket and other sporting tournaments to create a more active competitive calendar across the region.

International-Level Matches to Give Local Youth Wider Exposure

Under the present sporting administration, efforts have also been made to facilitate international-level matches and high-profile sporting events in Srinagar.

The objective is to expose local athletes to professional standards, international sporting culture and competitive environments while simultaneously strengthening Jammu & Kashmir’s credentials as a sporting destination.

The Council’s approach has increasingly focused on ensuring that infrastructure, competitions and governance develop together so that athletes have both a platform to compete and a credible institutional system to support their progression.

From Local Grounds to National and International Platforms

The Sports Council has maintained that a properly elected and accountable association is essential for the development of any sporting discipline.

Such bodies are responsible for organising competitions, identifying talent, facilitating coaching and training, selecting teams, coordinating with National Sports Federations and ensuring participation in national championships.

A transparent administrative structure can therefore directly influence the opportunities available to athletes.

The broader objective is to ensure that sporting talent is not restricted to local-level competitions but receives a pathway towards national and international representation.

Sports as a Tool for Youth Empowerment

The institutional reforms are also being viewed against the wider social environment in Jammu & Kashmir.

For years, Pakistan-sponsored terrorism and radicalisation have attempted to exploit young people and disrupt the peaceful atmosphere of the Union Territory.

At the same time, the drug menace remains a serious concern, with attempts by narco-terror networks and other criminal elements to draw vulnerable youth towards substance abuse.

Against this backdrop, the Sports Council sees sports as an important instrument for constructive youth engagement.

Regular participation in sports promotes discipline, teamwork, leadership, physical fitness, confidence and a sense of purpose.

Providing young people with structured sporting opportunities can help create alternatives to destructive influences and give talented youth a pathway towards achievement, recognition and careers.

Pakistan’s Attempts to Disrupt Peaceful Atmosphere

The administration has repeatedly maintained that Pakistan-backed terror networks continue to look for opportunities to disturb the peaceful atmosphere in Jammu & Kashmir.

The challenge is no longer confined to conventional terrorism, with narco-terrorism, radicalisation and attempts to influence vulnerable youth forming part of the wider threat landscape.

The security and civil administration, however, has strengthened its preparedness to respond to attempts aimed at disturbing peace or pushing youth towards destructive activities.

In this environment, the expansion of sports is being seen as an important complementary effort to security measures by providing young people with constructive goals and opportunities.

Building Youth Resilience Through Sports

The Council’s broader vision is to create an environment where a young person in Jammu & Kashmir can look towards the sporting field as a genuine avenue for achievement and professional growth.

From cricket and football to athletics, martial arts, water sports and winter disciplines, the objective is to expand opportunities across different sporting categories.

The emphasis on transparent governance is intended to ensure that such opportunities are distributed through credible and accountable institutions.

No Indefinite Right to Hold Office

The Council has made it clear that no office bearer can claim an indefinite right to continue in a position contrary to prescribed tenure, age, eligibility or conflict-of-interest provisions.

The objective is to prevent associations from becoming concentrated around individuals or groups for prolonged periods and to ensure periodic renewal of leadership.

The system is also intended to encourage greater participation of athletes, district units, women players and other stakeholders in the functioning of sporting bodies.

From Procedural Elections to Institutional Reform

The scale of the exercise indicates an attempt to move sports governance in Jammu & Kashmir from individual-centric functioning towards institutional administration.

A legitimate governing body is essential for conducting regular competitions, transparent selection of athletes, coaching programmes, talent identification and effective coordination with national sporting institutions.

The reforms are consequently expected to have a direct impact on the sporting environment by improving accountability and strengthening the relationship between Sports Associations, athletes and the J&K Sports Council.

Focus on Athlete-Centric Sports Ecosystem

The Council has reiterated that the ultimate objective of the exercise is not simply to complete elections but to build an athlete-centric sporting ecosystem.

Such an ecosystem would require credible associations, regular tournaments, modern infrastructure, professional coaching, transparent selection mechanisms and opportunities for talented athletes to compete at higher levels.

The initiatives undertaken under Nuzhat Gul’s leadership, including the organisation of high-profile and international-level sporting events, are aimed at complementing these governance reforms by creating more opportunities for young sportspersons.

A Wider Sporting Vision for J&K

The combined focus on governance reform, infrastructure, tournaments and international exposure reflects a broader effort to strengthen sports as an important pillar of youth development in Jammu & Kashmir.

With 35 associations already having undergone the electoral process and several others moving towards elections, the Sports Council is seeking to establish a more structured and accountable system of sports administration.

The larger objective remains to ensure that young people have credible platforms to compete, develop their skills, represent Jammu & Kashmir and India, and pursue sports as a serious career option.

At a time when attempts continue from across the border to disrupt peace and exploit vulnerable youth through terrorism, radicalisation and drugs, a stronger sporting ecosystem can serve as an important instrument of resilience.

The Council’s ongoing reforms, coupled with the expansion of competitive and international-level sporting opportunities, are aimed at ensuring that the youth of Jammu & Kashmir have more reasons to choose stadiums, competition and achievement over violence, drugs and destructive influences.

The emphasis, ultimately, is on creating a sporting environment where transparent governance serves the athlete, competitions create opportunity, and sporting success becomes a pathway for youth empowerment and a stronger Jammu & Kashmir.
