The Architecture of Security and the Reality of Exposure

On 7 August, Shehbaz Sharif stood in Mecca between Mohammed bin Salman and Recep Tayyip Erdogan. The three men signed the Mecca Joint Defence Agreement. An attack on one, they declared, would count as an attack on all. Islamabad lit its landmarks in three colours. Karachi put the signatories on billboards.

Four days later, three Pakistani seafarers were among the dead in the Bab al-Mandeb.

The ship was the Tihamah. Small, Egyptian- and Yemeni-owned, Tanzania-flagged, carrying eleven crew. It had left al-Mokha carrying food. Houthi forces struck it three times with ballistic missiles, killing four crew outright — three Pakistanis and an Indonesian — and injuring seven others. Then, as rescuers closed in, they fired again. Two Yemeni responders died in that second salvo, bringing the total dead to six.

Islamabad reacted within a day. Ishaq Dar condemned the strike, called the vessel non-combatant, and ordered the bodies brought home. He also confirmed that Pakistan had contacted Saudi authorities and the recognised Yemeni government to find out what had happened.

That detail deserves a second look. Pakistan had to ask.

Here is the uncomfortable part. Pakistan does not simply join the coalitions patrolling these waters. It leads them. On 28 January, the Pakistan Navy assumed command of Combined Task Force 150 from the Royal Saudi Navy. CTF-150 exists to conduct maritime security operations outside the Arabian Gulf against non-state threats. That is the exact category of threat that killed these men. Pakistan has held the command thirteen times. It has led the counter-piracy force, CTF-151, eleven times.

A Pakistani commodore held the command. Pakistani sailors died inside its area of operations.

In fairness, no navy shadows every merchant ship carrying its nationals. Filipino crews die at sea in far greater numbers, and Manila fields no blue-water fleet. Legal responsibility for the Tihamah sat with Tanzania. Coalition task forces patrol corridors; they do not escort individual tramp freighters. Any serious critic must concede all of this.

But the charge does not concern escort duty. It concerns what these arrangements were sold as.

Consider what the Mecca text actually covers. It protects signatory states from armed attack. It says nothing about a Pakistani rating on a foreign-flagged coaster. That distinction is not a technicality, it is the whole architecture. Yet Islamabad spent the week presenting the pact as a transformation of Pakistan’s security position. Sober voices resisted. The Atlantic Council observed that Riyadh’s earlier 2025 agreement with Islamabad had produced nothing resembling a NATO-style response, and that fresh support would be narrow and situational. Four days on, the point required no further argument.

Note also the direction of traffic. Under the September 2025 bilateral pact, Pakistan dispatched roughly 8,000 troops, fighter aircraft and air-defence systems to the Kingdom. Pakistan supplies security to Saudi Arabia. It does not appear to draw much back. Islamabad still had to telephone Riyadh to learn how its own citizens had died.

Meanwhile the Houthis muddied the water further. They claimed a ship carrying Saudi military equipment, without naming it. Ambrey contradicted them. The vessel was neither Saudi-owned nor Saudi-operated. Three Pakistani families lost men on a food run, and the propaganda around their deaths was written by others.

This is not isolated. A Pakistani died on 28 February during a missile interception. Another died in Dubai on 8 March. Now three more at Bab al-Mandeb. Each time, condolences follow. Each time, Islamabad asks someone else for the details.

Pakistan has placed itself strategically. Its officers sit in Bahrain. Its commodores rotate through coalition commands. Its prime minister signs pacts in Mecca beside a crown prince and a NATO president. It put people at important places. It simply did not put a warship anywhere near the Tihamah. The seat at the table exists. The capability does not.
