Srinagar, June 27 (JKNS): The Jammu and Kashmir Cricket Association (JKCA) on Friday said its Special General Meeting (SGM) reaffirmed constitutional governance within the association by declaring all orders, notifications and resolutions issued after May 21, 2026, by the Honorary Secretary as “null and void,” while reiterating that Javid Ahmad Kitab continues to be the legitimate President.

The meeting was chaired by the constitutionally elected President, Javid Ahmad Kitab, and attended by members of affiliated clubs and life members. The General Body discussed the agenda in detail and passed resolutions on almost all agenda items.

In a session marked by transparency, unity and commitment to constitutional governance, the General Body passed several key resolutions aimed at restoring order, accountability and the rule of law within the Association.

The House took strong cognisance of the administrative situation arising out of actions taken after May 21, 2026.

The General Body unanimously declared all orders, notifications, show-cause notices, resolutions and communications issued from May 21, 2026 onwards—including those dated May 21, 22, 23, 30 and June 4, 11, 25 and 26, 2026—as null and void, ab initio and non est in the eyes of law.

Furthermore, the House declared the “Resolution by Circulation” dated June 25, 2026, which purported to suspend the President, and the Notification dated June 26, 2026, appointing an officiating President, as ultra vires the JKCA Constitution, illegal and without jurisdiction.

The members resolved that all affairs of the Association shall immediately revert to the legitimate leadership of President Javid Ahmad Kitab, as mandated by the Hon’ble Additional District Judge, Srinagar, in Civil Suit No. 3412/2026.

Appointment of Ombudsman and Ethics Officer: To ensure independent oversight and uphold the highest standards of governance, the General Body resolved to appoint Justice Deepak Verma (Retd.) as the Ombudsman of JKCA. The House also authorised the President to appoint an Ethics Officer to further strengthen the institutional framework.

Democratic and Transparent Recruitment Process: The members resolved to frame transparent norms regarding qualifications, age criteria and experience for appointments. All key posts, including that of the Chief Executive Officer (CEO), will be advertised publicly, followed by a proper interview process. The final decision on appointments will rest with the President, ensuring merit-based selection.

Honours and Tribute to Legends: The meeting paid tribute to legendary cricketers who recently passed away. The House observed two minutes of silence in memory of Mr. Bhardwaj, Mr. Rajinder Singh, Mr. Pawan Gupta and Mr. Vikram Rathore.

Key Administrative and Governance Reforms: The General Body resolved that the President, Treasurer and the A.G.’s representative will operate the Association’s bank accounts as authorised signatories. A committee will be constituted to draft a comprehensive Code of Conduct for players, members and office-bearers. All JKCA-sponsored BCCI-qualified coaches will be required to serve the Association for a mandatory period of 10 years. The House also resolved that the Cricket Players’ Association shall be funded by JKCA while clarifying that the Indian Cricketers’ Association (ICA) has a constitutional role in nominating members to the JKCA Apex Council.

The President was authorised to appoint a Private Secretary and determine monthly allowances. The authority to fix honorariums and conveyance allowances for office-bearers was also vested in the President. The appointment of legal counsel to represent JKCA before courts and other legal forums was left entirely to the President’s discretion.

Life Membership Dispute: Regarding the life membership granted to Ajay Sharma, the General Body noted that he played all his cricket in Delhi and participated in the DDCA elections in 2024.

The House authorised the President to take an appropriate decision regarding the continuation or cancellation of his membership after due verification from the relevant voter records.

In his closing address, President Javid Ahmad Kitab said that leading an Association which recently won the prestigious Ranji Trophy was a matter of immense pride but also a significant responsibility.

He assured members that JKCA would leave no stone unturned to prepare for the upcoming season and maintain the Association’s high standards. He urged all members, clubs and stakeholders to function strictly in accordance with the JKCA Constitution and the directions of competent courts to ensure the continued growth of cricket in Jammu & Kashmir and Ladakh.
