The Convocation celebrated the fifth anniversary of RRU’s establishment, highlighting the institutional consolidation, its steady expansion, and its growing contribution to the field of security education nationally and globally. Over the past five years, RRU has evolved into a pan‑India institution with campuses in Arunachal Pradesh, Uttar Pradesh, Tamil Nadu, Karnataka, Jammu & Kashmir, Madhya Pradesh and Ladakh where each campus addresses distinctive, and region-specific security challenges. These expansions complement national efforts to decentralise security education and build regional capacities and capabilities across policing, disaster management, maritime security, border protection, and cyber resilience.

A total of 563 degrees and diplomas (4 PhDs, 12 MPhils, 291 Master’s, 126 Bachelor’s, 88 PG Diploma, 8 Advanced professional diploma and 34 Diploma) were conferred upon graduating students from various specialised domains of national security, including internal security, policing, defence and strategic studies, cybersecurity, forensics, border management, and international security. Most notably, in recognition of his lifetime of national service, the National Security Advisor, Shri Ajit Kumar Doval, received the Honorary Doctorate (Honoris Causa) from the Hon’ble President, in appreciation of his visionary leadership, strategic foresight and vital contributions to strengthening India’s national security.

The President described RRU as a unique institution embodying India’s civil‑military academic approach and commended its faculty and leadership for their dedication to national service. She stated that “the security of Bharat is sustained not by one service or doctrine alone, but by an integrated national effort.” She highlighted the evolving nature of security, spanning cyberspace, defence technology, data systems, justice architecture and maritime awareness, and urged students to uphold discipline, humility, and ethical clarity as hallmarks of public service.

Recalling the words of the Hon’ble Prime Minister, Shri Narendra Modi, who had referred to RRU as “a jewel of the country,” the President acknowledged the University’s foundational role in nurturing India’s national security professionals and policymakers of the future. She noted that Bharat’s defence transformation, rise in domestic manufacturing, digital integration in policing, and progress in cyber governance demonstrate “strategic maturity through indigenous capability and knowledge‑driven strength.”

The Convocation was also attended by senior officials from the Ministry of Home Affairs and the Ministry of Defence; officers from the three Armed Forces; senior representatives from the Central Armed Police Forces, Central Police Organisations, State Police Organisations, as well as members of academia, industry and the diplomatic community.

Marking its fifth anniversary, Rashtriya Raksha University reaffirmed its commitment to advancing the Hon’ble Prime Minister’s vision of Viksit Bharat@2047, built on the five pillars of Panch Shakti — Jal Shakti, Urja Shakti, Gyan Shakti, Raksha Shakti and Jan Shakti. The University continues to combine education, research, training and innovation to develop disciplined, skilled and nationally committed leaders ready to serve the Republic. The Fifth Convocation thus symbolised India’s collective resolve to fortify its internal and external security apparatus through knowledge, professionalism and ethical leadership. (JKNS)
