Srinagar, Dec 03 (JKNS): Lieutenant Governor Manoj Sinha has sanctioned a comprehensive and uniform framework for ex-gratia relief to individuals affected during law-and-order situations across Jammu and Kashmir.

The revised guidelines bring all categories including civilians, police, CAPF, defence forces, and government employees under a standardized compensation structure.

According to Government Order No. 1716-JK(GAD) of 2025, issued by the General Administration Department (GAD) as per news agency JKNS, the notification specifies detailed compensation rates for fatalities, permanent disabilities, partial disabilities, and varied degrees of injuries.

Under the Magistrates and Police Personnel category, the order grants ₹2 lakh ex-gratia in the event of a magistrate’s death, while police personnel and SPOs are entitled to ₹5 lakh. Families of ex-servicemen will receive ₹2 lakh. Permanent disabilities will be compensated with ₹75,000, and partial disabilities with ₹10,000.

For CAPF personnel, non-domiciled individuals who lose their lives during disturbances will be provided ₹5 lakh. Domiciled CAPF personnel whether posted within or outside Jammu and Kashmir are eligible for the maximum slab of ₹25 lakh. The amounts for permanent and partial disabilities remain ₹75,000 and ₹10,000, respectively.

In the case of civil government employees, the compensation for death has been fixed at ₹1 lakh, while ₹75,000 will be awarded for permanent disability. Injuries carry relief amounts of ₹5,000 for hospitalization exceeding 24 hours, ₹1,000 for shorter hospital stays, and ₹500 for minor first-aid cases.

For civilians, surrendered terrorists, and terrorists-turned-informers, the ex-gratia for death has been standardized at ₹1 lakh, including cases reported along the International Border (IB) and Line of Control (LoC). Permanent disabilities will attract ₹75,000, and injuries will be compensated according to the same three-tier structure of ₹5,000, ₹1,000, and ₹500.

Under the Defence Personnel category, domiciles of J&K will be given ₹5 lakh in the event of death, while those who lose their lives within Jammu and Kashmir will receive an enhanced amount of ₹25 lakh.

The order further outlines relief for property loss due to sabotage, blasts, or similar incidents set at 50% of the assessed damage or ₹1 lakh, whichever is lower. For cases involving significant destruction, the upper limit has been fixed at ₹10 lakh, which includes ₹7 lakh for immovable property and ₹3 lakh for movable assets. Property damage caused by cross-border shelling along the IB or LoC will also be compensated at 50% of the estimated loss or ₹1 lakh. (JKNS)
