NEW DELHI—The Ministry of Defence has signed a Memorandum of Understanding (MoU) with the Quality Council of India (QCI) to strengthen the delivery of essential services for over 63 lakh military veterans and their dependents.

The MoU, signed on August 26, 2025, in New Delhi, aims to enhance the delivery of pension, healthcare, resettlement, and other welfare services. Under the agreement, QCI will provide crucial support to the Department of Ex-Servicemen Welfare (DESW) by conducting digital evaluations, impact assessments, and providing evidence-based policy recommendations.

The Ministry of Defence stated that this initiative will also facilitate the expansion of re-employment and entrepreneurship opportunities for veterans. Furthermore, it will help reinforce the institutional frameworks of State and District Sainik Boards, ensuring more effective support at the local level.

In a statement, the DESW emphasized that it will facilitate data access and coordination with various stakeholders, including State Governments, Zila Sainik Boards, Armed Forces Headquarters, and empanelled hospitals.

The partnership with QCI is a key step in the Ministry’s commitment to “Quality in Service – Dignity for Veterans” and is expected to lead to a more efficient and responsive welfare system for India’s veteran community.
