Cabinet Sends CSC Reservation Report to Law Department for Review

Srinagar, June 19 (JKNS):
The Jammu & Kashmir Cabinet on Wednesday referred the Cabinet Sub Committee (CSC) report on Reservation to the Law Department for legal examination, as per official sources.

Sources told news agency JKNS that the Cabinet thoroughly discussed the CSC report concerning the reservation policy, and following the deliberations, it was decided to forward the report to the Law Department for legal opinion.

They said that the matter of reservation carries legal complexities, as reservations are constitutionally mandated and backed by Parliamentary law. “Therefore, any move to reduce reservations to accommodate a higher percentage for the general category could raise legal challenges,” they said, explaining the decision to seek legal advice before proceeding further.

The sources further added that no specific timeframe has been set for the Law Department to submit its opinion, indicating that the process might take some time. “Once the legal vetting is completed, the report will be presented again before the Cabinet for a final call,” they said.

However, sources maintained that any decision regarding increasing or reducing the percentage of reservation will be a difficult one for the government, given the legal sensitivities and the political ramifications involved.

The Cabinet Sub Committee (CSC) on Reservation was constituted by the Omar Abdullah-led government on December 10, 2024, following widespread protests by general category students demanding a review of the existing reservation structure.

The CSC was mandated to submit its recommendations within six months and finalized its report on June 10, 2025.

The current reservation in Jammu and Kashmir stands at approximately 70%, leaving less than 30% for the open merit category, which has triggered demands for a revision. (JKNS)
