The Information Technology Department of the Government of Union Territory of Jammu and Kashmir has achieved significant milestones in the realm of digital transformation, e-governance, and technology integration over the last four years. These accomplishments are a testament to our unwavering commitment to improving public service delivery, enhancing transparency, and fostering citizen engagement. The following report highlights key achievements that have catapulted Jammu and Kashmir to the forefront of digital innovation post 2019.
Achievements and Milestones:
1. From Physical Files to e-office: Ushering transparency& accountability: The Union Territory led the way in implementing e-office solutions, with over 480 government offices adopting this paperless approach. With a remarkable file disposal rate of 97%, this initiative has significantly enhanced the overall efficiency of government operations. With the implementation of e-Office in the UT of Jammu and Kashmir the 150-year-old tradition of Darbar Move was ended resulting 400 crores saving annually to the public exchequer.
2. From 60 to 1100 Online Services: No more standing in queues: Post 2019 J&K governance has seen a complete makeover towards digital governance. From 60 the e services has touched to 1100 online services. Jammu & Kashmir is the 1st among the UTs and States in number of services provided by online mode. Citizens can access a plethora of government services, including applying for certificates, licenses, and permits, registering grievances, and accessing various welfare schemes seamlessly through their mobile devices.
3. e-UNNAT Portal: Prior to 2019 only around 60 services were offered online. Post 2019 with introduction of e-Unified Integrated Accessible Transparent (e-unnat) dynamic portal 1100 online services, integrated with various platforms, which facilitates timely communication with citizens, enhancing transparency and efficiency. Jammu and Kashmir is first in the country to integrate with Meri Pechaan (National Single Sign On). With the development of e-unnat portal, 1100 services have been developed, integrated and are available in online mode. Till date more than 53 lakh applications have been processed. Under e-unnat portal, as all the services have been integrated with e-payment, e-mail, SMS, RAS, UMANG, Digilocker etc, timely alert, regarding progress of application being processed, are being sent by means of SMS and emails, besides eliciting the response and feedback of citizens regarding the ease of availing, uses and quality of services by means of Rapid Assessment System. Portal has also been integrated with multi lingual chatbot.
4. Rapid Assessment System (RAS): Jammu and Kashmir stands as the leading Union Territory with the highest number of services integrated with RAS. The implementation of RAS has revolutionized feedback mechanisms, measuring the quality of e-services, and improving service delivery. The RAS interface triggers /prompts citizens to provide instantaneous feedback after the citizen avails an e-Service of the Government, either through SMS or Web Browser. As of now, more than 485 e-services are integrated with RAS, and more than 75 lakh citizens have provided feedback, with over 86% reporting satisfaction.
5. PSGA and Auto appeal: Jammu and Kashmir was the first UT to integrate the auto-appeal feature into the Service Plus platform, ensuring transparent, citizen-friendly government services. This system is linked to 300 online services. As per performance dashboard total appeals generated 74767.
6 Digital Inclusion:
6.1 Mobile Dost – Aapka Mobile Hamara Daftar:The introduction of in house “Mobile Dost” app, offering access to 1103 online government services, has empowered citizens to conveniently access government services, emergency helplines, and valuable information on their mobile devices.
6.2 Digi Dost & Toll-Free Number 14471: The Toll-Free Number- 14471, which aims to provide e-services at the doorstep of the common public by paying a minimal fee prescribed by the Govt. Digi Dost – a collaborative initiative of Information Technology Department and Community Service Centre (CSC) is a revolutionary step by which people can get the services delivered at their doorstep by calling on this toll free number.
6.3 Digilocker: Jammu and Kashmir was the first to integrate essential documents like MGNREGA Job cards and utility bills with Digilocker, enhancing document sharing and verification. 76 Government services are integrated with Digilocker as on date.
7. J&K Employees Performance Monitoring Portal (EPM): The introduction of EPM revolutionized employee performance appraisal by allowing monthly self-appraisals for government employees. This innovative approach enhances human resource management and accountability. This system is the first of its kind introduced anywhere in India by a State or UT Government. The portal is available at the URL: http://epm.jk.gov.in. More than 330850 employees have already been registered on EPM portal.
8. Launch of m-Seva: Leveraging mobile penetration, the ITD launched the m-Seva platform, enabling communication with citizens via bulk SMS in multiple languages. Currently there are 18 government departments utilizing bulk SMS service on m-Seva platform. More than 7.16 lakh SMSs have been consumed.
9. National e-Governance Delivery Assessment Report (NeSDA): In the year 2021, the National e-Governance Delivery Assessment Report ranked Jammu and Kashmir as the top Union Territory in e-Governance, both in the State portal and online services. This accomplishment underscores our commitment to transparency, accountability, and effective governance.
10. Collaborative Engagements:The department of the Information Technology, Government of Jammu and Kashmir has signed Memorandum of Understanding (MoU) with the Government of Haryana, IIT Jammu, National Institute of Electronics & Information Technology (NIELIT) J&K and Shri Mata Vaishno Devi University (SMVDU) for knowledge and collaborative engagement function in the field of Information Technology including AI/ML and IOT.
11. MyGov-Jammu and Kashmir: Jammu & Kashmir is the first Union Territory to launch MyGov instance, Jammu and Kashmir has fostered information dissemination and citizen engagement through various competitions and challenges. No of registered users on JKMyGov are 78530.
12. Launch of Gati-Shakti Sanchar Portal: Integration with the Centralized RoW Portal and alignment with Indian Telegraph RoW Rules have streamlined the process for securing right-of-way permissions for telecommunications infrastructure.
13 J&K IT Policies
13.1 JK IT Vision Document: To enhance the efficiency, effectiveness, transparency and equitability in the delivery of public services and all the functions of the Government and to empower the citizens, by leveraging the power of digital and emerging technologies vision documents of Digital J&K was launched. The vision of Digital J&K is to be translated to reality over the next 5 years by pursuing a set of SMART objectives along six dimensions, namely, Policy Framework, Architecture, Infrastructure Development, Process Transformation, Capacity Building and Service Delivery. The outcome based approach shall be adopted to realize the new paradigms of ‘Line to Online’, ‘Queue to QR’, ‘Ask Only Once’, ‘Cashless, Presence-less Services’ and ‘My Data’ guided by the goal of citizen empowerment. Digital J&K shall be realized in a phased manner following the principle of ‘Think Big, Start Small, Scale Fast’.
13.2. Key IT Policies Adoption: Three critical IT policies viz. Email Policy, Password Policy & Policy on Use of IT resources have been adopted to ensure the secure and efficient use of digital resources in government operations, emphasizing security and reliability.
13.3. JK Cyber Security Policy: To identify, analyze, Protect and build capabilities and resiliency to prevent and respond to cyber threats posed to UT’s digital information and ICT & Operational Technology (OT) assets in cyber space through a combination of institutions, people, processes, technology, legal framework and interaction between all these JK Cyber Security Policy -2022 was launched in November 2022.
13.4. AI Framework: The government has formulated a comprehensive AI strategy with a focus on areas like healthcare, agriculture, mobility, education, and law enforcement.
13.5 Centre of Excellence in Cyber Security: Established in collaboration with National Institute of Electronics & Information Technology (NIELIT), this center offers training on the latest trends in cybersecurity to government officers. As on date, around 200 officers from various departments have been given offline training on Cyber security at National Institute of Electronics & Information Technology (NIELIT) Centres at Jammu and Srinagar.
14. Upgraded State Data Centre: The UT of J&K has State of the art first Hyper-converged, with 384 cores, 768 virtual CPU physical servers, tier 3 24×7 operations support State Data Centre.
15. Saturation of 4G Mobile Services in Uncovered Villages Project: Efforts are underway to provide 4G mobile services to remote and difficult areas. 906 Mobile Towers have been proposed, land transferred for 755 locations and work has started at 300 sites.
16. Other IT Interventions :
16.1 SARANSH:
It is an AI-enabled Document Summarization Tool launched by the UT of Jammu and Kashmir which gives quick and accurate summary of lengthy content and machine learning and NLP automate text summarization.
16.2. Digi Sahayak Multilingual Chatbot:
Digi Sahayak provides multilingual support to the users and facilitates text and voice interactions. It is available in both English and Hindi, Multilingual Chatbot a text and voice-based interface that runs on Machine Learning technologies and allows the end-user to interact with it in order to get information in their native language.
16.3 Virtual Tour.
The virtual tour project introduces a mobile app for remote site inspections by combining the feature of video conferencing with location based virtual interactions. It would enable officers to visit to remote areas to take stock of the public grievances and development activities without necessity of physical visits..
16.4 . Face Recognition App
In a significant technological stride, the Jammu and Kashmir administration proudly announced the development of an in-house Artificial Intelligence (AI) based Facial Attendance Management System. This AI-Based Facial Attendance Management System employs state-of-the-art artificial intelligence and machine learning algorithms to offer precise user identification and attendance tracking capabilities. Notably, it is easily accessible through mobile phones and incorporates features such as geo-fencing, daily attendance monitoring, real-time updates, an efficient workflow, and offline functionality.
16.5. Assurance of quality of e Services (eAQS)
The e-Services Quality Assessment Application (AQS) represents a substantial advancement in the Government’s efforts to enhance the quality and effectiveness of e-services offered to the citizens of Jammu and Kashmir. AQS’s real-time feedback mechanisms and its ability to provide a comprehensive assessment of all 1100 e-services underscore the Government’s unwavering commitment to delivering high-quality digital services to its constituents.
16.6 Task scheduler
It is designed to help the officers to manage and organize their tasks by setting the time lines for different assignments. The alter goes when the fixed time schedule are breached.
