Jammu, Sept 29: Union Home Minister Amit Shah is likely to inaugurate National Investigation Agency’s conference in New Delhi on October 6 which will be attended by senior officers of multiple agencies including Intelligence Bureau (IB), Research & Analysis Wing (RAW) besides top police officers from Jammu and Kashmir and Punjab and some other States and UTs.

The conference among other issues will discuss measures to bust nexus of Khalistani militants with criminals, gangsters and Kashmiri militants, if any, to ensure that they are not able to carry out any kind of activities to disturb peace.

The meeting comes days after the NIA launched nationwide crackdown on Khalistani militants in different States and Union Territories by conducting raids on their hideouts and confiscating property of top brass including those based in Canada.
Officials told the Excelsior that three to four senior police and Intelligence officers from Jammu and Kashmir have been invited to the conference to discuss a host of issues. Similarly, police officers from Punjab, New Delhi, Chandigarh, Haryana and some other States have also been called to join the conference.

Union Home Minister Amit Shah is likely to inaugurate the conference and address it.
Top officials from the Union Ministry of Home Affairs (MHA), NIA, IB, RAW and some other agencies will also address the meeting, the officials said.

There have been certain instances in which Jammu Police have intercepted consignments of weapons and cash being transported from Punjab to Kashmir on Jammu-Pathankot and Jammu-Srinagar National Highways and seized them. In one such consignment, nearly Rs 15 lakh cash and arms were seized at Nagrota which were sent by the Khalistani militants for the Lashkar operatives in the Kashmir valley.

In the same case, the State Investigation Agency (SIA) had recently attached property of Amarbir Singh alias Gopi Mahal son of Rajwinder Singh of Ram Tirath Mahal in Amritsar district of Punjab as he was absconding. He was instrumental in sending hawala money for the Kashmiri militants from Punjab.

“Several other issues will also be taken up in the conference,” the officials said, adding the focus has recently shifted to the Khalistani militants after threats hurled from Canada.

However, as per the officials, there has been no major role of the Khalistani militants in fanning trouble in Jammu and Kashmir barring few cases of supply of arms and hawala money at the behest of Pakistan’s Inter-Services Intelligence (ISI). In Pakistan and PoJK, a nexus has been noticed among Kashmiri and Khalistani militants, they said.

The NIA meeting, as per the officials, will also deliberate speedy investigations of militancy cases at various places including Jammu and Kashmir.

A number of high profile cases are being investigated by the NIA in Jammu and Kashmir including the killings of seven civilians from minority community at Dhangri in Rajouri district. Security officials haven’t yet said that the militants involved in Dhangri killings have been eliminated though a number of militants have been killed in Rajouri, Poonch and Reasi districts in the recent past.

There have been disturbing reports that Pakistan is now sending militants into Jammu and Kashmir who are trained in martial arts so that they can take on security personnel even in the absence of weapons.

“It has come to the notice of security agencies that one of the militants killed in Reasi who hailed from Pakistan occupied Jammu Kashmir (PoJK) was trained in martial arts,” the officials said.

They added that there could be some more militants who are trained in martial arts and might have infiltrated into Jammu and Kashmir.(By Daily Excelsior )
