The government said these workers are engaged by different departments based on operational needs and functional requirements.

A committee, headed by the Chief Secretary and constituted under Government Order No. 384-JK(GAD) of 2025, is examining the regularization, pending wages, and compliance with minimum wage norms.

The committee is also compiling a verified database covering department-wise details, duties, and service duration of over 1 lakh registered workers across sectors including Education, Health, Power, Public Works, Revenue, and Rural Development.

The government said wages and incentives are being paid as per existing guidelines, and the committee is reviewing all administrative, legal, and financial aspects before making recommendations.
