Baramulla, July 10 (JKNS): The District Magistrate, Baramulla, has imposed restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 in Mirchimar and Malla Mohalla of Mirgund village in Singhpora tehsil of Pattan sub-division on the occasion of the observance of 25th Muharram on July 11, 2026, in view of apprehensions of a breach of peace and law and order.
According to Order No. 26-DMB (PS) of 2026, dated July 9, 2026, a copy of which lies with news agency JKNS, the restrictions have been imposed following reports received from the Senior Superintendent of Police (SSP), Baramulla, regarding two separate Majlis Hussaini gatherings and processions proposed by rival factions in Mirgund on the same day.
As per the police report quoted in the order, one Majlis Hussaini followed by a religious procession is scheduled to proceed from Imambargah Chenabal to Kakerpora Mirgund via the National Highway, with an expected participation of 40,000 to 45,000 mourners. Simultaneously, another Majlis and procession has been planned by a rival faction at Imambargah Mirchimar, Mirgund.
The order states that Imambargah Mirchimar in Malla Mohalla has remained a highly sensitive location due to longstanding rivalry between the two groups. It further notes that the recent incident at Hardu Panzoo in Budgam district has aggravated tensions between the rival factions.
The District Magistrate, citing the SSP’s report and credible field inputs, observed that allowing both processions could lead to confrontation, resulting in a breach of peace, disturbance of public order and danger to life and property.
Accordingly, restrictions under Section 163 BNSS will remain in force from 8:30 PM on July 10 till 10:00 PM on July 11 in Mirchimar, Malla Mohalla Mirgund Tehsil Singhpora of Sub Division Pattan and adjoining areas.
Under the order, assembly of four or more persons has been prohibited, all processions have been banned, and carrying firearms or any weapon capable of being used as an offensive weapon has been prohibited, except for authorised personnel on duty.
The order also prohibits the use of loudspeakers or sound amplification systems for speeches or announcements without prior permission from the District Magistrate, Baramulla.
The administration said the restrictions have been imposed as a precautionary measure to maintain peace, ensure public safety and prevent any untoward incident during the Muharram observance. (JKNS)
