J&K High Court Shifts Focus to Virtual Functioning, Suspends LTC Facility Amid Fuel Conservation Measures

Virtual hearings, online vacation benches and digital training programmes ordered till further directions

Srinagar, May 20 (JKNS): The High Court of Jammu & Kashmir and Ladakh has issued a series of administrative directions aimed at conserving fuel and promoting “economic self-defence” amid concerns over rising crude oil prices and energy security.

According to Circular No. 16 of 2026/RG issued by the Office of the Registrar General, as per news agency JKNS, the High Court has directed increased adoption of virtual and hybrid functioning across judicial and administrative operations with immediate effect.

As per the circular, virtual hearings and online appearances by advocates will be encouraged from May 21, 2026, subject to observance of prescribed decorum and protocols for virtual proceedings.

 

The High Court further directed that during the vacation period beginning June 8, 2026, nominated Vacation Benches will hear matters through virtual mode. However, advocates unable to join virtually due to unavoidable reasons may appear physically whenever the court is functioning offline.

 

The circular also stated that no physical administrative inspections or district visits shall be conducted until further orders and all official meetings will be held virtually.

 

In another major decision, the Leave Travel Concession (LTC) facility for judicial officers and High Court staff has been suspended till further orders, except in cases where LTC has already been granted. The circular clarified that the relevant LTC block period would be extended proportionately for the duration during which the facility remains unavailable.

 

The High Court also directed the Judicial Academy to discontinue physical training programmes and conduct all workshops, orientations and academic activities through online mode only.

 

Additionally, registry officers have been advised to pool official transport facilities wherever feasible to minimise fuel consumption and ensure optimal utilisation of resources. (JKNS)
