J&K Govt Promotes 7 JKAS Officers to Special Scale, Selection Grade

Prince Noorul Hamid Designated as Additional Secretary; Promotions Cleared Following Council of Ministers’ Approval

Srinagar, May 15 (JKNS): The Jammu and Kashmir Government on Friday ordered the promotion of seven officers of the Jammu and Kashmir Administrative Service (JKAS) to the Special Scale and Selection Grade in pursuance of the decision taken by the Council of Ministers.

As per the orders issued by the General Administration Department (GAD), a copy of which lies with news agency JKNS, Ms. Tazayun Mukhtar and Mr. Rakesh Kumar have been promoted to the Special Scale of JKAS in Level-13 (₹123100–215900) with immediate effect.

The order stated that the promotions have been accorded vide Government Order No. 923-JK(GAD) of 2026 dated May 15, 2026, following Council of Ministers Decision No. 056/06/2026 dated April 30, 2026. The government further clarified that the promotions shall remain subject to the outcome of writ petitions, if any, pending before competent courts of law.

In a separate order issued by the General Administration Department, five officers were promoted to the Selection Grade of JKAS in Level-12 (₹78800–209200). These include Mr. Prince Noorul Hamid, Mr. Mazahir Hussain Shah, Mr. Peerzada Farhat Ahmed, Mr. Arun Kumar Badyal and Syed Nadeem Iqbal Andrabi.

According to Government Order No. 924-JK(GAD) of 2026 dated May 15, 2026, Prince Noorul Hamid has been granted promotion notionally with effect from December 5, 2024 and on regular basis prospectively, while Mazahir Hussain Shah has been promoted notionally with effect from September 26, 2025 and on regular basis prospectively.

The remaining officers, including Peerzada Farhat Ahmed, Arun Kumar Badyal and Syed Nadeem Iqbal Andrabi, have been promoted prospectively, the order stated.

Consequent upon the promotions, Prince Noorul Hamid has also been designated as Additional Secretary in the respective department, while the other officers shall continue at their present places of posting till further orders. (JKNS)
