New Delhi, Apr 30 (JKNS): An RTI reply from the Jammu and Kashmir Resident Commission regarding room allotments at J&K House, Chanakyapuri, has sparked fresh controversy, with activists raising concerns over transparency and access to public accommodation.

As per news agency JKNS, the RTI application filed in January 2026 had sought detailed information on room allotments, guest arrivals, booking requests, and revenue records of J&K House. However, the Commission provided only partial details, stating that Block B has 24 rooms, while key information regarding allotments, applications, and revenue was withheld on the grounds that it was “voluminous in nature.”

Instead, the applicant was asked to personally visit the Resident office to inspect records, a move that has drawn criticism from RTI activists. They argue that such responses undermine the spirit of the Right to Information Act, 2005, which mandates timely and accessible disclosure of public information.

Activists have also alleged irregularities in the allotment process, claiming that accommodation is often secured through influence rather than merit or genuine need. “There is a perception that only well-connected individuals manage to get rooms, while common citizens from Jammu and Kashmir face difficulties,” an activist said.

Concerns were further raised over the functioning of outsourced staff at the guest house. Sources alleged that despite periodic tendering, much of the staff has remained unchanged for years, raising questions about transparency in outsourcing. Complaints regarding unresponsive staff and poor service have also surfaced.

 

Legal experts noted that while inspection of records can be offered in cases of extensive data, it cannot replace the obligation of disclosure, especially when digital sharing is feasible.

 

Sources further alleged that since the house was outsourced, there has been no proper functioning, with staff often unresponsive and services lacking efficiency.

 

The issue has now triggered demands for a thorough inquiry into the allotment process, adherence to RTI norms, and overall management of the J&K House. Activists have called for greater accountability and corrective measures to ensure transparency and fair access to public facilities. (JKNS)
