The decision was taken following directions issued by the Inspector General of Police, Jammu Zone, who is the authorised officer under Rule 3(1) of the Temporary Suspension of Telecommunication Service Rules, 2024. The order states that high-speed mobile data services were likely to be misused by anti-national elements, potentially leading to deterioration of public order and unrest.

As per the notification, mobile internet services have been suspended within a radius of six kilometres around the specified locations. The Home Department said the measure was necessary in the interest of the sovereignty and integrity of India, the security of the Union Territory of Jammu and Kashmir, and for maintaining public order.

The suspension order has been formally confirmed by the Principal Secretary to the Government, Home Department, under the relevant provisions of the Temporary Suspension of Telecommunication Service Rules, 2024, read with Section 20(2)(b) of the Telecommunication Act, 2023. (JKNS)
