Jammu, Jan 05 (JKNS): Jammu and Kashmir Chief Secretary Atal Dulloo on Monday said that all key infrastructure projects and flagship public schemes in the Union Territory are being closely monitored through the Prime Minister-led Pragati platform to ensure time-bound execution and swift resolution of hurdles.

Addressing a press conference in Jammu after the 50th Pragati review meeting, as per news agency JKNS, CS Dulloo said, Pragati Proactive Governance and Timely Implementation is a high-level mechanism that enables real-time monitoring of major projects, schemes and public grievances by the Prime Minister himself.

He said crucial sectors including roads, power, healthcare, industry, education and digital connectivity in Jammu and Kashmir fall under the ambit of this monitoring framework, adding that effective coordination among the Centre, UT administration and executing agencies is vital for timely completion of large-scale projects.

The Chief Secretary said projects with an investment of Rs 500 crore and above are monitored by the Project Monitoring Group (PMG) under the Cabinet Secretariat. The PMG, he said, tracks issues related to land acquisition, environmental clearances, utility shifting and law-and-order through a dedicated online portal.

Dulloo said a total of 61 projects worth Rs 4.12 lakh crore are listed on the PMG portal in Jammu and Kashmir. Of these, 15 projects amounting to Rs 69,000 crore have already been completed, while 46 projects involving an investment of Rs 3.43 lakh crore are currently at different stages of implementation.

He said high-value and priority projects from the PMG list are taken up for review under the Pragati platform chaired by the Prime Minister. In Jammu and Kashmir, 15 such projects worth Rs 1.12 lakh crore are presently being monitored under Pragati.

The Chief Secretary said that issues related to land acquisition, environmental permissions, agriculture and construction have been deliberated during Pragati reviews. He said out of 69 issues raised across 15 projects, as many as 57 have already been resolved.

He further said that six major projects worth Rs 53,000 crore have been completed due to timely interventions under Pragati. These include the Jammu-Udhampur-Srinagar-Baramulla railway line, the Kishanganga Hydroelectric Project and its transmission system, utility shifting works for AIIMS Jammu and Kashmir, the Srinagar-Banihal stretch of NH-44, and the Srinagar-Drass-Kargil-Khaltsi-Leh transmission line, which has now been handed over to the Union Territory of Ladakh.

Dulloo said nine projects worth Rs 69,000 crore continue to be monitored under Pragati. These include the Delhi-Amritsar-Katra Expressway, AIIMS Awantipora, the Pakal Dul Hydroelectric Project and 4G saturation under the Universal Service Obligation Fund. He said 27 issues related to these projects have been resolved, while two issues are still pending.

He added that Pragati also reviews major social sector schemes and public grievances, noting that 56 other schemes and programmes across the country are currently being monitored under the platform.

Responding to queries on delays, the Chief Secretary said inter-departmental coordination issues in the past had contributed to setbacks but have largely been addressed now. He said factors such as labour shortages, adverse weather and local disruptions still impact execution timelines.

On AIIMS Kashmir and the Delhi-Amritsar-Katra Expressway, Dulloo said there are no coordination gaps with ministries or departments, and delays, if any, are purely execution-related. On security arrangements for major projects, he said adequate measures are in place, though operational details cannot be disclosed. (JKNS)
