FFRC Pulls Up Crèche-Cum-Schools; Orders Mandatory Registration, Fee Regulation in 15 Days

Srinagar, Nov 21 (JKNS): The Fee Fixation and Regulation Committee (FFRC) J&K has issued a fresh circular directing all crèche-cum-schools imparting education up to Upper Kindergarten (UKG) to immediately seek government permission, obtain recognition, and submit their fee-regulation files within 15 days.

According to the circular issued by Chairperson FFRC Justice Sunil Hali as per news agency JKNS, it has been observed that several crèches across Jammu and Kashmir are extending their activities far beyond child-care services by admitting Pre-Nursery, Nursery and UKG students without obtaining mandatory approvals.

The Committee noted that while a crèche is simply a facility for looking after small children, the moment such establishments begin imparting education up to UKG, they fall directly under the purview of the J&K School Education Act, 2002, and the J&K School Education Rules, 2010. “Such institutions are required to obtain permission and recognition from the Competent Authority and submit their files for regulation of their fee,” the circular states.

The FFRC said it has received multiple complaints that several operators are running full-fledged classes under the guise of crèches, avoiding regulatory requirements and bypassing fee oversight mandated by law. The Committee has directed all such institutions to submit their fee-regulation files and complete recognition formalities within 15 days from the date of publication of the notice. “Failure to comply will result in action in accordance with the law,” the circular warns.

The Chief Education Officers (CEOs) of all districts have been instructed to furnish a detailed list of crèche-cum-schools operating within their jurisdiction to the FFRC through proper channels within seven days. (JKNS)
