Srinagar: Despite repeated directives, Director School Education Kashmir (DSEK) has once again ordered the immediate detachment of teaching staff from administrative offices, citing non-seriousness of CEOs and DDOs in implementing previous orders.

In this regard, the Director of School Education Kashmir has ordered all teaching staff deployed or attached for administrative work to report to their substantive place of posting in educational institutions.

Director School Education Kashmir has issued an official order a copy of which lies with news agency JKNS reads, “All the Teaching Staff deployed/attached for Administrative Works in different offices/departments was recalled with the directions to report to their original place of postings vide Government Order No. 1691-JK (EDU) of 2021 dated: 10.12.2021 and latest vide this office Order No. 163-DSEK of 2024 dated: 01.07.2024”

DSEK said, despite clear cut instructions, it has come to notice of this Directorate that a number of Teaching officials have been made to continue in different Offices/Institutions within or outside parent department for Administrative works on one pretext or the other without obtaining prior approval/orders of this Directorate.

The continuation of Teaching staff in different offices/departments for administrative works despite Instructions/orders conveyed from time to time reflects non-seriousness on the part of Chief Education Officers/Drawing and Disbursing Officers/Head of Institutions who have failed to get the orders implemented on ground by ensuring that these officials report back to their original assignment of Teaching for which they have been employed in the School Education Department, DSEK said.

As per an order a copy of which lies with news agency JKS reads, In order to ensure full compliance of the instructions/orders issued from time to time, it is hereby ordered that, all the Teaching Staff (Lecturers/Masters/Teachers) working in different Offices/institutions within or outside parent Department for Administrative works in contravention of their Job Profile, without formal orders of Administrative Department and Directorate of School Education Kashmir, shall report to their substantive place of posting in Educational institutions without fail.

Order further reads, All the Non-Teaching Staff of School Education Department working outside parent Department without formal orders of Administrative Department/Directorate of School Education Kashmir, shall report to their substantive place of posting without fail.

All the Teaching/Non-Teaching officials shall be deemed to have been relieved/detached to report back to their original place of postings, forthwith. Any Drawing and Disbursing Officer who is found to have drawn salary of any such official in violation of the Order shall face strict action Including recommendation of RDA against the, him-trees, it reads.

The Chief Education Officers shall furnish compliance report to this Directorate along with the requisite details of all such employees, it reads.

The Chief Accounts Officer, Directorate of School Education, Kashmir shall personally monitor the implementation of instructions in letter and spirit and liaison with concerned Treasury Officers for getting inputs about drawl of salary against the defaulters, the order reads.

It is important to note that despite repeated directives from the Directorate, the orders seem to be neglected by teachers who remain away from their actual place of posting. (JKNS)
