ADDC asks departments to maintain close coordination, gear up field functionaries for optimum results

KISHTWAR, NOVEMBER 08: Additional District Development Commissioner (ADDC) Kishtwar, Sham Lal today chaired a comprehensive meeting with all relevant officers to deliberate and formulate a comprehensive action plan for the successful implementation of the Back to Village Programme (B2V5) in the district.

The B2V5 program is scheduled to take place on 14th, 15th, and 16th November 2023 in each panchayat of the district.

The meeting involved an in-depth discussion in which a well-thought-out strategy was devised for the efficient execution of this ambitious outreach initiative.

ADDC Sham Lal instructed the officers to arrange large-scale events at the subdivision level and establish regular camps at the block and panchayat levels during the B2V program. The primary objective is to actively involve the community, as well as engage PRIs (Panchayati Raj Institutions) and citizens in the planned activities.

Additionally, the Assistant Commissioner Development (ACD) and all Block Development Officers (BDOs) were directed to visit as many panchayats as possible within their respective blocks. They were also tasked with mobilizing Pani Samitis, Anganwadi Workers (AWWs), Self-Help Groups (SHGs) associated with JKRLM, and field functionaries from various line departments to ensure the program’s resounding success.

While reflecting on the achievements of previous phases of the program, ADDC Sham Lal highlighted the progress made across various sectors and the successful resolution of public concerns at the grassroots level.

He emphasized that the B2V5 program has been shaped by valuable feedback from previous editions and is primarily aimed at achieving service saturation and bridging the existing gap between the government and the people it serves.

Furthermore, he stressed the importance of focusing on key areas such as Saturation of Pension Cases, Organizing sports events, Conducting Health Camps for the identification and screening of Diabetics, Hypertension, Cataracts, and Cancer Patients, Formulating the GPDP Plan for the Financial Year 2024-25, Reviewing ongoing schemes for the current financial year, Hosting Employment Melas to achieve the Self-Employment Target and Conducting Mutation Camps in each panchayat as part of the B2V5 Program

In addition, he highlighted the need to identify out-of-school children, initiate cleanliness drives in educational institutions and Panchayat buildings, conduct Parent-Teacher Meetings (PTMs) in schools, and showcase success stories of the Panchayats during the three-day program.

The meeting was attended by key officials including Joint Director Planning, Mohd Iqbal, ACR Kishtwar, Varunjeet Singh Charak, DFO Kishtwar Sagar Singh, DFO Marwah Vijay Kumar, ACP Kishtwar, Zakir Hussain Wani, ACD Kishtwar, Manoj Kumar, DPO Kishtwar, Sunil Bhutyal, BDOs, and other district officers and concerned officials.
