Union Minister for Tribal Affairs Arjun Manda presented the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill 2023 in the Lower House of the Parliament on Wednesday i.e. 26 July 2023 to add four tribes to the Schedule Tribe category including the Pahari tribe along with Padri tribe and Gada Brahmin will be included in this list. Now the number of tribes included in the schedule tribe category within Jammu and Kashmir has increased to 16. After this bill is passed by the Lok Sabha, it will be presented in the Rajya Sabha and from there it will be sent to the Rashtrapati Bhavan for affixing the seal of the President of the Republic of India. Then it will come into effect after the gazette notification is issued.
Now the question arises whether Pahari and other four tribes who have been included in the list of ST will be entitled to political reservation or not, because the 9 seats reserved for Schedule Tribes are in proportion to the ST population available as per the census of 2011. There is no available data for the new census yet.
What is the total population of pahari ethnic group, padri tribe, Gada Brahmin and Koli tribes? It is difficult to tell.
