Srinagar, Nov 1 (JKNS): Lieutenant Governor Manoj Sinha on Sunday reiterated the government’s commitment to facilitating the dignified return of Kashmiri Pandit families to the Valley, stating that their presence is integral to Kashmir’s historical, cultural and spiritual identity.
Sinha made these remarks while inaugurating 936 transit accommodation flats at Zewan in Srinagar as per news agency JKNS, also virtually inaugurated residential complexes at Kankarmal in Budgam and Toham Bagh in Kupwara, taking the total number of inaugurated flats to 1,416.
Addressing the gathering, as per JKNS, LG Sinha said the accommodation facilities have been developed for employees appointed under the Prime Minister’s Development Package (PMDP-2015) to provide them improved living conditions and support their rehabilitation in the Valley.
He observed that each residential unit represents the hopes and aspirations of a family that has endured years of struggle, patience and uncertainty, adding that these homes would help beneficiary families rebuild their lives and secure a better future.
Providing an overview of the initiative, Sinha said the project envisages 6,000 flats at 20 locations spread across 10 districts of Jammu and Kashmir, comprising 342 residential blocks. The project, initially approved at Rs 920 crore, was later revised to Rs 1,325 crore.
He said construction of nearly 5,200 flats has been completed so far, while approximately 3,800 units have been allotted to PM Package employees. Acknowledging delays, particularly in the aftermath of the 2014 floods, he said the project was now progressing towards fulfilment of the commitment made by the Prime Minister.
At Zewan, the LG said, 936 flats have been completed in 39 blocks since construction began in February 2023. All units have been allotted, while essential facilities, including internal roads, an approach road, boundary wall, community hall and accommodation for security personnel, have also been provided. The remaining lift installation work will be completed shortly.
He said the Toham Bagh complex in Kupwara comprises 288 flats across 18 blocks, of which 242 have been allotted. Construction began in November 2021, and infrastructure works, including roads, boundary wall and security accommodation, have been completed, while lift installation is underway.
Similarly, Kankarmal in Budgam has 192 flats, with 190 already allotted. Construction commenced in March 2023, and lifts have been installed in six of the 12 blocks.
Sinha asked the concerned departments to expedite pending works and ensure completion of the remaining infrastructure within the prescribed timeframe, expressing hope that the overall project would be completed by December.
He acknowledged the contribution of engineers, construction workers, labourers, the Public Works Department, district administrations, Kashmir Police, security forces and officials of Jal Shakti, KPDCL, JKEDA and other departments in executing the project.
Highlighting the contribution of Kashmiri Pandits to the Valley’s intellectual and spiritual traditions, the Lieutenant Governor said their heritage remains inseparable from Kashmir’s identity.
He said the return of Kashmiri Pandit families with dignity would represent not only the restoration of their historical connection with the Valley but also the reaffirmation of human dignity and mutual coexistence.
The LG also urged people to reject hatred and divisions and strengthen an atmosphere of mutual respect and harmony.
Emphasising that the government’s responsibility would continue beyond the inauguration, Sinha directed district administrations and police authorities to ensure proper upkeep of the residential complexes and provide residents with essential services, including regular water supply, uninterrupted electricity, adequate security and effective waste management.
He said residents should not have to make repeated visits to government offices for resolving basic civic issues, adding that every family must experience a secure and comfortable living environment.
The Lieutenant Governor also assured PM Package employees that the administration would extend all possible assistance to those willing to construct their own houses.
He congratulated the beneficiary families on receiving their new homes and wished them a peaceful, secure and dignified future. (JKNS)
