He said that every government officer, irrespective of rank or designation, must uphold the values of dignity, professionalism, mutual respect, and accountability. No officer should be subjected to humiliating or inappropriate conduct in the workplace.

Fanoon urged the Jammu and Kashmir Government to ensure a time-bound and impartial inquiry into the matter, with all relevant facts and evidence examined carefully. He stressed that the inquiry must be conducted without bias, undue influence, or discrimination, and that its findings should be made public in accordance with applicable rules.

He also appealed to the authorities to ensure that no officer faces retaliation for raising legitimate concerns and that due process is followed at every stage of the inquiry.

“Justice, dignity, and accountability must remain above hierarchy. A fair and time-bound inquiry is essential to uphold public confidence in the administrative system of Jammu and Kashmir,” Fanoon said.
