Jammu, Sept 5 (JKNS): The Economic Offences Wing (EOW) of Crime Branch Jammu has filed a supplementary charge-sheet before the Court of Chief Judicial Magistrate (CJM), Reasi in FIR No. 19/2024 pertaining to the alleged misappropriation and fraudulent diversion of ₹1,38,17,971 from Sub-Treasury Dharmari.
Spokesperson in a statement issued here to news agency JKNS said that, the case relates to the alleged manipulation of the Treasury-Net system and preparation and use of forged bills and vouchers under pension and National Pension System (NPS) heads, resulting in the alleged diversion of government funds into personal bank accounts.
The case was initially registered at Police Station Arnas on the basis of a written complaint lodged by Qamar Rehman, District Treasury Officer, Reasi. Subsequently, the investigation was transferred to Crime Branch EOW Jammu for an in-depth probe.
During the investigation, the agency conducted detailed examination and scrutiny of Treasury records, bank account transactions and relevant bills and vouchers pertaining to the case.
The case was investigated by DySP Faisal Arif Rishu. During the course of investigation, the relevant bills and vouchers were subjected to forensic examination.
The FSL report, along with other documentary and oral evidence collected during the investigation, indicated that the questioned/fake bills and vouchers were allegedly prepared by the principal accused.
The investigation also examined the signatures appearing on the relevant documents and their alleged connection with the concerned officials.
Based on the evidence collected during the investigation, offences under Sections 420, 467, 468, 471, 477-A and 120-B of the IPC have been established against three principal accused persons identified as Ali Hussain Shah, Balbir Singh and Ajeet Kumar.
The investigation also established offences under Sections 411 and 120-B of the IPC against seven additional accused persons identified as Arshad-e-Azam, Abrar-e-Azam, Mst. Rubeena Kousar, Mohd. Rafiq, Shokat Ali, Mohd. Ashraf and Nasib Mohammad, in connection with the alleged dishonest receipt and retention of government funds.
The supplementary charge-sheet has accordingly been presented before the Court of CJM Reasi for judicial determination.
The investigation remains open under Section 173(8) Cr.PC for tracing any further diversion of government funds and ascertaining the involvement, if any, of other persons.
