The circular also cites serious observations by the Supreme Court Committee on Road Safety, which recently flagged concerns over the rising number of road accidents and the loss of lives in the Union Territory. The committee had communicated its concerns via a letter dated July 16, 2025.

“All Regional Transport Officers and Assistant Regional Transport Officers have been directed to crack down on habitual violators under the Motor Vehicle Act/Rules and share an action taken report with the Administrative Department within a week,” the circular reads.

The Transport Commissioner, regional officers in Kashmir, Kathua, and Jammu, as well as concerned secretaries and the IT wing, have been put on alert to ensure strict enforcement of the directive. (JKNS)
