DC Budgam reviews progress under HADP

Calls for 100% KCC saturation, enhanced outreach & ground-level impact

BUDGAM: To assess the progress of the Holistic Agriculture Development Programme (HADP) in the district, District Development Commissioner (DDC) Budgam, Dr. Bilal Mohi-ud-Din Bhat, today chaired a comprehensive review meeting at the DC Office Complex, Budgam.

DC took a detailed sector-wise review of the physical and financial performance under HADP, emphasizing timely completion, inter-departmental convergence, and last-mile coverage, especially in tribal and far-flung areas.

It was apprised that in Agriculture Sector, 4048 applications have been received, with 3007 approvals, achieving 1224 physical targets; in Animal Husbandry, 888 approvals are given; out of 1145 applications, 271 units have been achieved; in Sheep Husbandry sector, 264 applications were processed, Fisheries Department achieved full physical targets under HADP in the district.

In addition to departmental targets, Kisan Credit Card (KCC) coverage, Smart Kisan Cards, and the functioning of Kisan Khidmat Ghars (KKGs) were reviewed in detail.

Dr Bilal stressed the need for 100% saturation of KCCs across eligible farmer households and real-time issuance of smart cards for seamless access to entitlements.

He urged all officers to adopt a mission-mode approach, strengthen IEC activities, and hold regular block-level review meetings to address gaps. He called for better utilization of Kisan Khidmat Ghars as single-window platforms to extend agriculture-related services to farmers at the grassroots.

DC instructed officers to ensure proactive field engagement, regular monitoring of beneficiary data, transparency in scheme delivery, and timely submission of utilization certificates.

He also stressed on accelerating the implementation, and ensuring the transformative vision of HADP reaches every farmer in Budgam District.

The meeting among others was attended by Chief Planning Officer, Chief Animal Husbandry Officer, Chief Agriculture Officer, Chief Horticulture Officer, Assistant Director Fisheries, District Sheep Husbandry Officer, District Sericulture Officer, Area Marketing Officer, Horticulture Planning & Marketing, Budgam, Lead District Manager (LDM), Budgam and other officials of the concerned departments.
