Srinagar: The Jammu and Kashmir government on Saturday confirmed that the Chest Diseases (CD) Hospital at Dalgate is currently operating in a heritage building, while DPR for the new multistory building lacks approval.

In a written reply to a question by MLA Ahsan Pardesi in the Assembly (Starred A.Q No. 182), the Health & Medical Education Department as per news agency JKNS stated that although a DPR (Detailed Project Report) was prepared for the construction of a G+4 multistoried building for the Chest Diseases Hospital, the project could not be finalized due to pending replies from the executing agency, JKPCC Ltd.

These replies were required based on observations raised by the Development Commissioner (Works), PW(R&B) Department. As a result, no Accord of Administrative Approval (AAA) was issued for the execution of the work.

The COVID-19 pandemic, which halted all developmental activities, including the construction of the building. Additionally, the hospital was designated as a COVID-19 facility, preventing any development works at the site.

The subsuming of JKPCC with the PWD (R&B) Department further hampered the process.

The department now plans to get a fresh DPR prepared by the PW(R&B) Department, following the current Schedule of Rates (SoR), and after obtaining all requisite clearances and NOCs.

The reply was signed by the Deputy Director (Planning), Health & Medical Education Department, and presented in the Assembly on March 20, 2025. (JKNS)
