One of the most significant drivers of digital transformation in Jammu and Kashmir has been the expansion of internet and mobile connectivity. The introduction and aggressive proliferation of 4G/5G services, has empowered citizens with greater access to information, communication and online services. The government has also actively worked on expanding broadband connectivity, particularly through initiatives like the Bharat Net project, aiming to connect Gram Panchayats and remote areas with high-speed internet. Recent data indicates that Jammu and Kashmir have achieved a commendable 94% mobile internet coverage.
E-governance initiatives have gained considerable momentum in Jammu and Kashmir over the last decade, fundamentally altering the way citizens interact with government services. The Jammu and Kashmir e-Governance Agency has been at the forefront of designing, delivering and administering numerous e-governance projects. Over 330 online services have been developed and integrated into a unified platform, contributing to over 1165 digital services available across the Union Territory. These services span critical domains such as healthcare, education, agriculture, finance and public management. Initiatives like the online domicile certificate portal, the Back to Village portal and digital platforms for cooperative societies and farmers have streamlined processes and enhanced accessibility for citizens. Recognition of Jammu and Kashmir as a top performer in the National e-Governance Service Delivery Assessment underscores the success of these efforts. A significant milestone includes the elimination of the traditional ‘Darbar Move’ practice, leveraging technology for seamless governance operations across regions.
The education sector in Jammu and Kashmir has also experienced a significant digital shift. Increased internet penetration and availability of affordable smartphones have facilitated adoption of online learning platforms, particularly during COVID-19 pandemic.Virtual learning platforms and digital educational resources have become more accessible, supplementing traditional classroom teaching. Government schools have witnessed improvements in digital literacy among students, with a substantial increase in smartphone usage among adolescents. Initiatives like digital literacy programs for visually impaired children and financial awareness programs for young women further demonstrate the focus on inclusive digital education. The agricultural sector, a crucial component of Jammu and Kashmir’s economy has begun to leverage digital technologies for modernization. Schemes like the High-Density Plantation Scheme, initially focused on apples but now expanded to other crops, utilise technological interventions to increase productivity and profitability for farmers. The healthcare sector has also witnessed the integration of digital tools. Telemedicine initiatives have the potential to bridge the geographical distances and provide access to specialist healthcare in remote areas. While the extent of telemedicine adoption across the region requires further assessment the foundation of improved connectivity lays the groundwork for its expansion. E-health records and online appointment systems are also areas that are likely to see further development in the coming years.
The growth of the Information Technology sector in Jammu and Kashmir, while facing challenges, has shown promising trends. The government has recognised the potential of this sector for economic growth and job creation. The approval of numerous industrial units, including those in the Information Technology and technology-enabled services and the increase in startup registrations indicate a growing entrepreneurial ecosystem. The launch of a Venture Capital Fund to support new businesses and the implementation of a single window portal for investment proposals are positive steps towards fostering a thriving Information Technology sector in the region. The increase in registered startups by over 300% in the last four years highlights this burgeoning growth. Digital literacy and infrastructure gaps, particularly in remote and rural areas, also remain significant challenges. While smartphone penetration has increased, the ability to effectively utilise digital tools and services requires digital literacy. Bridging this gap through targeted training programs is crucial for ensuring that the benefits of digital transformation reach all segments of the population. Furthermore, while internet connectivity has improved, consistent and reliable access, especially in far-flung areas, needs further strengthening.
The last decade has marked a significant period of digital transformation in Jammu and Kashmir. The expansion of internet connectivity, implementation of e-governance initiatives and growing adoption of digital tools in sectors like education and agriculture demonstrate the region’s progress in embracing the digital age.
