Karnah Kupwara — The National Health Mission (NHM) association representatives from Block Tangdar recently met with Hon’ble MLA Karnah, Javid Ahmad Mirchal, to present their concerns regarding the current transfer policy affecting NHM employees in the region.

 

In their representation, the NHM employees, comprising around 60 medical officers and paramedics, highlighted several pressing issues they have faced during their decade-long service in Block Tangdar. The employees expressed concern over the unfair distribution of postings, as many selected candidates were assigned to other blocks despite the merit-based selection process.

 

The employees emphasized the need for a rotational transfer policy, allowing them to serve closer to their homes for specified periods. They cited harsh working conditions, particularly during severe winter months when snowfall exceeds ten feet, isolating the block from the valley.

 

Additionally, the representatives shared the tragic loss of three colleagues over the years and noted that many employees suffer from health issues, including hypertension and anxiety neurosis, exacerbated by the challenging working conditions. The majority of the workforce in the block consists of female employees, who face significant challenges related to transportation, accommodation, and family disputes.

 

The NHM association pointed out that they have repeatedly approached relevant authorities, including the advisor to the LG, the administrative secretary for Health and Medical Education, and the Mission Director of NHM, but have not received satisfactory responses. They also referenced a successful intra-district transfer policy implemented in Ladakh and similar actions taken in the past by previous government officials that benefited NHM staff.

 

The employees underscored that the lack of a clear transfer policy has deterred new staff from joining the block, as those already in place are reluctant to transfer, leading to staffing shortages.

 

In conclusion, the NHM association members appealed to MLA Javid Ahmad Mirchal to address their genuine demands promptly, allowing them to work in a less stressful environment and improve their overall well-being. The MLA assured them that he would look into the matter and advocate for a fair transfer policy to support the dedicated health workers serving the community in Block Tangdar.
