KASHMIR PROMOTING NATIONAL MISSIONS

Kashmir, often referred to as the "Paradise on Earth," is renowned for its breathtaking natural beauty
and rich cultural heritage. Despite these attributes, the region has faced significant challenges,
including political unrest and economic instability. However, in recent years, there has been a
concerted effort to promote development and progress in Kashmir, aligning it with National Missions
and Schemes. This shift in focus underscores the potential for positive change and growth in the
region, as Kashmiris work towards integrating their homeland into India's broader development
narrative.
Under Article 370 of the Indian Constitution, Jammu and Kashmir had special status, granting it
autonomy in many matters, except defense, foreign affairs, finance, and communications. Despite
this autonomy, the region faced challenges such as high unemployment rates and limited economic
opportunities for its youth, leading to slow progress in areas like literacy, income and infrastructure. In
August 2019, the Government of India revoked Article 370, marking a significant change in Kashmir's
path towards progress and prosperity. This decision was followed by the reorganisation of the state
into two Union Territories, Jammu and Kashmir, and Ladakh, with the aim of enhancing administrative
efficiency and stimulating development in the region.
Kashmir is actively promoting national missions and schemes in the region by leveraging its unique
strengths and resources for sustainability. Missions like the National Solar Mission, National Mission
for Enhanced Energy Efficiency, and National Water Mission are being implemented to harness the
region's potential in Renewable Energy and Water Conservation. The Green India Mission and
National Mission for Sustainable Agriculture are also playing a crucial role in promoting sustainable
development. The region's potential in sectors like tourism, horticulture, and handicrafts is being
harnessed to create sustainable livelihoods, aligning with the Atmanirbhar Bharat Abhiyan. Efforts are
being made to integrate local communities into the economic fabric, ensuring inclusive growth.
Additionally, Kashmir
is focusing on improving infrastructure, including road connectivity, bridges and power and water
supply systems, in line with the government's infrastructure development initiatives.
The government's focus on promoting economic development in Kashmir is evident through initiatives
such as the Atmanirbhar Bharat Abhiyan, which aims to foster self-reliance and entrepreneurship.
The region's potential in sectors like tourism, horticulture, and handicrafts is being leveraged to create
sustainable livelihoods. According to the Ministry of Tourism, the number of domestic tourist visits to
Jammu and Kashmir increased from 8.6 million in 2018 to 20 million in 2023, indicating a growing
interest in the region's tourism sector. Special efforts are being made to integrate local communities
into the economic fabric, ensuring inclusive growth. Furthermore, efforts are underway to promote
investment in key sectors, with a focus on creating a conducive business environment.
Infrastructure development remains a key priority. The government has undertaken projects to
improve road connectivity, build new bridges, and upgrade power and water supply systems.
According to the Ministry of Road Transport and Highways, Government of India, several projects
have been completed in Jammu and Kashmir under the Bharatmala Pariyojana, aimed at improving
road connectivity and promoting economic development. These initiatives are aimed at improving the
quality of life in Kashmir and creating an infrastructure that supports business growth and attracts
investments. Additionally, there is a focus on developing tourism infrastructure to capitalize on
Kashmir's natural beauty and cultural heritage.

Several social welfare schemes have been launched in Kashmir to address healthcare, education,
and women's empowerment. According to the Ministry of Health and Family Welfare, Government of
India, various initiatives have been implemented to improve healthcare facilities in Jammu and
Kashmir, including the establishment of new medical colleges and hospitals. Schemes such as the
Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Ujjwala Yojana, and Pradhan Mantri Awas Yojana
target marginalized sections of society, providing them with financial services, LPG connections and
affordable housing.
Initiatives like the ‘Swachh Bharat Mission’, ‘National Rural Livelihood Mission’ and ‘Skill India’ aim to
reduce poverty, promote self-employment, and enhance skill development in rural areas, thereby
improving the overall quality of life. The government is also focusing on improving healthcare facilities
and educational infrastructure in the region to ensure that every citizen has access to quality
healthcare and education.
While significant progress has been made in promoting development in Kashmir, there are still
challenges that need to be addressed. Issues such as unemployment, poverty, and inadequate
infrastructure continue to persist. However, with sustained focus and support, Kashmir has the
potential to emerge as a model of development and progress in the region. The efforts being made to
promote development and progress in Kashmir are commendable. By aligning the region with
national missions and schemes, the government is laying the foundation for a brighter future for the
people of Kashmir. It is essential that these efforts are sustained and further strengthened to ensure
that Kashmir realizes its full potential and becomes a beacon of development for the entire nation.
