An emergency meeting was conducted at J&K Handicapped Association Head Office, Nowpora, Daulatabad, Srinagar, which was chaired by State President Abdul Rashid Bhat. The issues of the physically challenged were discussed. State President slammed the Lieutenant Governor’s administration and the central govt for failing to address the issues / demands of persons with disabilities. Mr. Bhat further said that as we have repeatedly called on government officials and state and central governments. We have been given nothing but reassurances and lollipops. Nothing has been done on the ground. The state president said that the Disability Act 2016 has been passed by the Center and the other states of India has also passed this act in 2018. But unfortunately to this day the Act has nothing been passed at the grassroots level in Jammu and Kashmir
Till date, it has not been implemented. Recently, the Department of Social Welfare, through the GAD Department, issued an order in which the government formally wrote, “We are setting up an advisory board to assist people with disabilities in the state. World Disability Day will be a gift on December 3, 2020, but to date, disabled people have not received that gift and their demands have not been met, but the seven lakh state’s physically challenged people have suffered more & more due to which State President Abdul Rashid further said that the government had given up the assurance that we will give you a gift on international day of persons with disabilities so that the association would not raise its voice for its rights on this International Day. The President has given the deadline to central and state administration till January 25, 2021 to address the issues and problems of seven lakh physically challenged people throughout the state should be solved. To meet their legitimate demands people with physical disabilities may be forced to go on an indefinite hunger strike in front of the Civil Secretariat of Jammu or Raj Bhavan on January 25, 2021 under the banner of J&K Handicapped Association. Before January 25, we will formally hold a press conference at the Jammu Press Club in which full information about January 25 will be given. before that the central and state administration should try to solve the legitimate problems and demands of the seven lakh physically challenged people of the ut of J&K and the Social Welfare Department has been strongly urged that they should also pay attention to physically challenged and do not force them to stumble and try to benefit the NGOs for the sake of your pockets, otherwise it is time for the selfish officers in the department who are taking bribes. These Employees will be prosecuted under the law. And this department always ignored the physically challenged people.
Most of the people making NGOs, they have become millionaires themselves. The Department of Social Welfare has been set up for the physically challenged, but we haven’t saw any proper response and help from the department.
We tried hard to get Director and Secretry seprately for the depsrtmebt but unfortunately some selfish officers sitting in the Secretariat did not allow this to happen
